Patna: The state government has decided to give seventh rank to all its employees. On the lines of the center, the original pay scale of the state employees has been increased to 2.57 times. Now the minimum wage will be increased from Rs 5200 to 18 thousand rupees. With effect from 1 April 2017, the state workers will get an economic benefit, whereas in principle it will be considered effective from January 1, 2016. If the increase in salary increases in percentages, then it will be 14-15%.
After grade-pe merge into pay scale, level has been categorized. It has made a pay scale of up to 14 levels. Apart from this, gratuity has been increased from Rs 10 lakh to Rs 20 lakhs. It was stamped in the state cabinet meeting on Tuesday.
After the meeting, Principal Secretary of the Cabinet Department, Brajesh Mehrotra said that there was agreement on 19 issues in the meeting. After reviewing the recommendations of the State Pay Commission, the pay commission, which was set up under the chairmanship of former Chief Secretary GS Kang, has been extended for two months.
No Decision on Allowances
As per the seventh pay scale, the decision has now been taken to increase the basic pay scale only. There has been no decision on the increase in other allowances including housing, travel, medicine, as the Central Government has not yet issued any notification regarding the increase in any allowances. Any decision will be taken at the state level only after the release of the central notification. Along with the stamping of the pay scale, the notification will be issued by the end of this month and workers will get the benefit. Those Trend employed teachers get the same benefits as pay scale, they will get the same benefits of the seventh pay scale as well as the state employees. Their basic pay will increase to 2.57 times.
15 month gap in theoretical and economic benefits
Theoretical (non-financial) benefits of the seventh pay scale will be received from January 1, 2016, whereas financial benefits will be available from April 1, 2017. There will be difference of 15 months in conceptual and economic benefits like this. Employees will get the benefits of an increment in a few months only, while getting the economic benefit 15 months delay will result in loss of arrears for so many days. Employees will get arrears or dues from April. During the receipt of the benefits of the Sixth Pay Scale, they also suffered a loss of 15 months.
An additional burden of Rs 6,500 crore
With the implementation of the seventh pay scale, the state government’s exchequer will have an additional burden of Rs 6500 crore annually. There are now 3 lakh 65 thousand government employees and about six lakh pensioners in the state whose salaries and pension will now cost more than five thousand crore rupees annually. Apart from this, the additional burden of one and a half crore rupees will be given to the public exchequer to pay the seventh pay scale to the trend teachers who receive salary according to pay scale.
